I am. It’s a sarcastic phrase.

When we say ‘big deal’ to someone, we’re telling them that we don’t think what they’ve told us is very special or impressive.
如果我们对别人说“big deal!”，那么实际上是在告诉对方你认为他说的没什么大不了、没什么了不起。
So sorry, Rob – I’m not impressed!
