Well, when I started making small talk, the guy looked at me in a strange way and then walked off.

I think you've got the wrong end of the stick here – I mean you've misunderstood – making small talk means making informal conversation about unimportant things.
我想你是搞错了——你理解错了我的意思——“making small talk”意思是进行非正式的交谈，聊些无关紧要的事。
If you're meeting someone for the first time, it's a good way to make them feel relaxed – you know, break the ice.
如果你第一次见某个人，这样会让他们感到比较放松——你懂的，就是“破冰”。
